Between Pacific Coasts Lyrics
Down the lane, I breathe out loud in half frozen air. And the black amnesias in heaven are lighting a half moon on the stairs. And I bite my lip when I breathe out loud. Wrapped in Japanese paper all the way around. California can't see the sun rise, because smoke doesn't climb like it lingers. Runs long on a broken lung.

sorry
well, i'm not sure. but i think davey's talking from the position of someone who has a lot of regrets somebody who's been hurt a lot before. where he talks about breathing out loud and biting his lip, it sounds like he's trying to stay as quiet and safe as possible. runs long on a broken lung is just this declaration of how he can still live even though he's been hurt. or so i figure.
i agree with wayne. if it's about regret, the line "smoke doesn't climb like it lingers" goes hand in hand with regretting and how it can stay around and haunt you for a long time
this song and "the sea of cortez" have a few lyrics in common
great song!
