I think this song was written for a friend of Axl's and it isn't demeaning her lifestyle but giving her hope that her life will improve even though she came from a bad background. It shows unconditional friendship and hope for the future...

and how they sound very much like a velvet underground or even nico reference? maybe it's just a coincidence but the first time i heard those lyrics that's immediately what came to mind!
im not sure if its a reference, but good call on that one still. by the way, heroin is probably my favorite song by the velvet underground.
