    with me being a big Regina fan, it's hard to find any songs that I don't like, however discovered this one recently and I'm surprised it wasn't included in any of her albums -

    meaning-wise, the two hypothesis are OK but still seem wild guesses, IMO Regina is just playing a random person that someone to meet his brother as they were separated for some reason.

    here is my wild guessing -

    English is not my native language but from what I understand it could be that the person Regina sings to is one of two (separated) siblings abandoned by their father ,and now he (the sibling) finally gets to see his brother again and he's got enough money to 'bother' somebody else, since their father doesn't care.

    "They say he's adopted but quite maladapted" comes to support what I said earlier, that the brothers were separated for some reason, at an early age "remember that mouthful you spat in his mouthful, he never forgave you he's so very spiteful"
