    The United States has decided to add 1 Part Per Million (ppm) of Fluoride to the water supply. This song could be referring to this. The fluoride propaganda suggests fluoride is good for your teeth. Fluoride is a heavy metal, a by-product of the aluminum industry that was originally released as a gas into the air, but after damaging effects on neighboring people and property was forced to be controlled.
