This seems to me like a story from two points of view. The first two verses are from the point of the loved one who is still alive, describing how they miss the other person and are not whole without them.
The final verse is from the loved one who has passed, telling the person in the first two verses that they will always be watching them, and see them again one day.

This song is incredible. I love the tapping throughout the chorus. This could perhaps be the only album which I own that I can't say I have a fave track off, because I like each song so much. I can see how parts of this relate to Watford, I go there quite often, I don't really live that far away (maybe 40 mins?).
I also think this is about the way society set its own rules and FORCES people into doing what they think is right, trying to command everyone, instead of leaving people to be themselves and make their own decions.
