Perhaps not a person smoking, but rather a person recieving the second hand smoke. "Throw it all away in the course of one day. Why can't you just go outside?"
Could mean he wants the person to smoke outside(which seems very logical to me) and as he inhales the smoke "Breathe in, Exhale, You know you taste like cancer." Maybe trying to tell the person who's smoking it how they will get cancer later on. I know it's hard to explain but you get my point, right?
