I think this song is about someone who want to end his dependence from others like parents or teachers, so he/she searches someone who seems independent and free. Some the person asks someone who has this attributes, obviously a 'punk' guy. He laughs about this request, he cant even help himself, doesnt have a job, just able to show how to be a slob, how can he be the savior of this person? He's exiting and new, but he can only provide empty promises. The person is better off in the opinion of the punk when she lives a 'normal' life, and he/she will believe him when he "chokes", his "fuel tank runs dry".
