Unlike a lot of Peter's songs, this one has a more accessible sarcasm to it. If I was a gambling man I'd say just about every song on SO is utterly sarcastic. The nice thing about this one is that it's not as deceptive as the others. I think he really is mocking people who seek fame and perhaps mocking the very motivations behind existing at all. Once you can follow the logic to existential crisis mode, you'll start to understand what this whole album really is... a psychological attack on the reasons for existing.
