In my interpretation, Part VII is sung by Adam. Not by Satan... So Satan has not been forgiven by God, nor was allowed back into paradise, nor won the battle against God.

Adam ate the forbidden fruit after Eve did, not because he was being deceived by Satan like Eve was, but he did it knowingly, aware that it would cause his ban from paradise and him becoming a mortal.

He did it as an act of love, to be together and to have the same fate as his beloved Eve, and as a choice to be free from pure obedience to God ("Like a prisoner unbound"), as the first act of human true free will.

He is then banished to mortal Earth, a "new world arising", where he looks up to the heavens, to the paradise that he has "left behind", however he did not regret his choice: he is now where he wanted to be, fully free, hence his "paradise had begun", his new free life on mortal Earth.

The band then plays the "Paradise Theme" again (the beautiful part with the clean guitar), now representing mortal Earth as being also a paradise from Adam's (and humanity's) point of view.
