This song, in my opinion & research, is about shooting up (out of the ground) cocaine and heroin which was called a "speedball". The 'low spark' was the lighter cooking up the mixture of drugs and high heeled boys refers to the 2 drugs, cocaine & heroin. Heroin is sometimes referred to as "she", whereas cocaine is "he", thus high heeled boys. The verse: And the man in the suit has just bought a new car (dealer) From the profit he's made on your dreams But today you just read that the man was shot dead By a gun that didn't make any noise (syringe) But it wasn't the bullet that laid him to rest was The low spark of high heeled boys "(overdose).

There are many different opinions on what the true meaning of this song is, and this is just mine.
