This song is about effectively Americans having a blaze attitude to who they elect to power and their efforts to influence foreign policy in far off nations. This attitude (of some) shows that Americans and their leaders are ill equipped and in fact downright hypocritical to hold "Dominion" over any nation when in their own nation "In the heat of the night" they exhibit the most abhorrent attitudes to their own citizens (specifically Blacks, Mexicans and Middle Eastern). In the heat of the night is a 1960's film starring Sidney Poitier as a Police Detective forced to investigate a murder in Mississippi and despite his obvious superior intellect and culture you can imagine the reception he gets.

There is also a reference to Mined down in the streets of shame which is effectively a reference to Lloyds of London whose insurance and dominance of finance means countries are stripped of their resourses (mined) and LLoyds is based in the financial sector. There is also a link to Fleet St (where most British Newspapers are based) and that is called the Street Of Shame. "Betting on names of gold to rust" could mean Lloyds insure massive companies and thus those companies (when exploited) turn from gold to rust. But it could also be reference to the tabloid press in Fleet St where the "names of gold to rust" could mean somebody is in the newspapers and they hound them and dig up dirt on them and turn their respected name from "gold to rust" (From respected to tarnished)

Later on the reference in Mother Russia is simply about America's influence during the cold war on East and West Germany - the "52 daughters of the revolution, will turn the gold to chrome" refers to the original 52 women who signed a letter to not use British products before the war of independence, but here it refers to the descendants of them (and Americans in general) who will literally spend money (gold) on shiny baubles (Chrome) as their society is judged on how much you have. The last lines "Gift, nothing to lose" Gift is German for Poison and the people who are "Stuck inside Memphis in a Mobile home" might as well take Poison as their status means they will never attain the American Dream. Also it's a dig at those folk as the Southern people (who Eldritch doesn't like and has admitted as much in interviews) who mainly inhabit these trailers generally have an opinion on how great America is and who vote for the sort of Presidents and believe in their policies that America is the greatest nation on earth and should rule the world (the irony that they live in a cheap home that is almost a slum is very ironic)
