I have always felt that this song is about a failing, or doomed relationship, which once had a lot of love.
The narrator is really going through it, the break-up is happening, and it feels like many of the worst things you could imagine happening to you in the world: lowered into volcanoes, left for dead in Mexico, roughed up and handcuffed and led away. And he is with his partner, exasperatedly sharing all these, but she, sadly, has no more left to give. She has no malice, she is done. She sighs, "you're not home".
