I always thought Harvey represented like the child within himself. We're constantly chasing the freedom and wonder we had when we were children, though the process of "maturing" is seen as rejecting that. That's why the last line always makes me tear up.

Even though we're going to be told to abandon Harvey, we're always going to chase him. In the end, the song's narrator acknowledges that he loves that part of himself, even though society has taught him that life is based on success.
