I think it's pretty obvious this is about a brothel where people (including the mayor and all his friends) can go to forget about everything/get out of the rain and consort with hot skinny girls. I think it's pretty obvious this is about a brothel where people (including the mayor and all his friends) can go to forget about everything/get out of the rain and consort with hot skinny girls.
