Sorry, it is about Jesus more than likely. Yes, it could be about anyone trying to be understood and teh struggle of acceptance. While the lyrics are fairly general with a few clues about the Pharisees and public in general, the title of the song gives it away. The art of lyrics is to NOT be specific and leave interpretation to your audience sometimes, especially controversial topics that dont need to be obvious. His ant-religion lyrics in the past also bolster this.
