This one seems straightforward for me.
Obviously, he has witnessed something terrible that he wishes he hadn't seen.
It sounds like someone our guy knew (friend?) crossed paths with a bad guy and our guy may have witnessed some of what went down.
He talks about seeing this friend crying on their cell phone.
Then the song sets the scene at some meeting at sunset. The scary, bad man has a shotgun. Scary guy says, "Why don't you get back in the car" and "Don't get out of the car again" (talk box in the background). Our dude drives with his headlights off because he is terrified and doesn't want to be followed.
Finally, we learn that the friend no longer answers their cell phone.
