Love this song and its one of the most unique in all of The Delgados' amazing catalogue of music. The tempo changes are very intriguing, and the live BBC Peel Sessions version is even more impressive, also featuring an extended guitar outro which I wish the album version had.
As for the lyrical interpretation, it's probably less cryptic for someone who lives in the UK, but from my understanding there are probably some obvious references to the city of Blackpool, which is a popular tourist destination in England. In a general sense, I get the vibe that this song may be about unwanted urbanization or gentrification of areas once considered more whimsical or peaceful, or perhaps its more metaphorical and introspective and is about no longer finding joy in the activities one used to. What one may remember as a vibrant vacation spot as a child for instance, may appear like a drab, grey, soulless place as an adult, dominated by commercialism
