Look closely at the lyrics in quotes, and there might be two different subjects, "it" and "he" -- it's not her and him. We are most likely talking about each other's anatomy, or an even funnier interpretation, the anatomy is being given an opportunity to think what they are each feeling.
Is that first line the woman questioning his member directly (it) or is it her boat that's doing the talking? Depending on how you read it, we could have two or four characters here, with two being their anatomies weighing in. The playful and coy nature of the song makes me think that's likely.
