I believe superheroboy is correct. The handcuffs are not a metaphor - he’s in a darkened control room of a missile silo (hence “silo” lullaby), shackled to the console, the room illuminated by nothing but the big green “launch” button, and he’s thinking over what he’s going to do: push it. He seems like he’s done with the world, tired of struggles for so called “freedom”, and is resigned to “winning” the war to end all wars (destroying the world) and that he will “see you with the rest of them in hell”. I love this song - like much of toad, it is not what it first appears to be. Sounds like a sweet lullaby but it’s actually a big f-you to the world. Sad but also darkly hilarious.
