Absolutely this is a song about heroin addiction. The first verse is verbatim. The second verse “I need a popsicle” is the person saying they need a fix. “Do you want lemon or lime. I’ve got a special today if you’ve got the time” is the dealer offering different fixes of heroin. Winking, she poked me in the side "Well, we could go for a ride". The girl he’s doing heroin with is administering “the needle poke”. Going for the ride is the high from the heroin. “Well, you think she will see, yeah I don't think she will see” this is referring to the junkies not seeing their own addiction, they just worry about the need.
