I won't tell where I got this information from because I have read many news about Fleetwood Mac and Nicks but in one of the interviews she said that this song refers to her complaints to her dad about one unkind thing she'd experienced. And then he said, well just like lines show: Well, you could've said, "No"/ You could've said, "Well, I just can't". So all clues lead to that photo of her and Lindsley B. at their only album where they both are posing naked. It was not cool for Stevie to do that but she didn't have the choice :/ even Lindsley didn't support her then :/. But I think it's not the only thing she's singing in it. I think she's singing about many other situations when she was treated like an object or humiliated. Apart from Lindsley (who was a jerk towards her many times) it can be also Don Henley who together with the other Eagles treated her only as a girl for flirts and not as a songwriter (the same topic in "The Highwayman"), or maybe Jimmy Iovine who didn't like her bold songs and later tried to make her sing tracks not written by her, or maybe Prince who didn't like her rock and roll lifestyle while he was also the crazy one (the same with Joe Walsh) or many other people who acted similar way - those were 70's/80's when music business was mainly sexist.
