My thoughts..Billy is on his last leg, and about to "snap"...
I mean, check it out:

Would never fly today (this song); they'd flag him for being a psycho.
But hell, beautiful lyric, and beautiful riff. It works; and its the last great album before they went all corporate.
Gotta love it.
