The amount of God-centric interpretations on this are frustrating.
This song is absolutely the opposite of RELYING on any higher power. Although "he" is waiting patiently, it isnt for us to rely and look to god- it's the opposite. He is waiting for us to figure out that all of our morals and knowledge and experience to catch up with us and raise that WE ALWAYS KNEW THE RIGHT ANSwERS ALL ALONG without looking to any one. You inherently know what is wrong and what's right but wander around trying to habe it explained to you. You are struggling to fly on your own but fear and questions keep pulling you down, because you fear not k owing what is wrong and what's right- but you already knew the whole time and won't trust yourself.
If you decide to love bu what others say is wrong and right believe me you'll weep and want to die etc- but if you wake up ebery morning and k ow yourself and decide what's wrong and what's rigjt it will all be easier.
