I always heard this as a goodbye letter or a suicide note from joker. He knew he was dying, and was very confident that Batman wouldn’t save him, especially after ***** dies. This is him pointing out that he and Batman are the two sides of the coin, one rules in chaos by made news, and the other rules in solidity in order. Joker honestly beloved that without him, Batman would inevitably fall and/or lose his impetus to keep going as the ‘hero of Gotham’. It’s why he laughs at the end.
