I think it's clearly at least partly about Manchester, but I also think the first verse is very much about a dying love or maybe the fear of love between two people dying. Particularly 'Hold that thought don't let me go' and 'we let love get lost in anger chasing yesterday'. The latter makes me think of a couple who realise their relationship isn't quite what it was, it's lost some of its magic and they're always chasing that magical feeling they had in the past but get frustrated that it can't be the same as it was back then and they can't feel how they once did.
Of course, the dying love could also be about Manchester, to be fair. I know I love my hometown but every time I go back, I never quite get the amazing feeling I had of being there as a kid. Memories and nostalgia are often better than the real thing.
