@Rheath YES! I've thought that for years but can not find a connection between the musicians or songwriter. The lead vocalists have a similarity in styles (and voice) that lend to the association of the two as well. From the perspective of living in MA near Cape Cod, Brandy could easily be Maria Hallett and the Captain of her Heart, Sam Bellamy (pirate who lost his ship Whydah trying to get back to her).
