There was a belief at the time, perhaps not unfounded, that Thatcher's government didn't care about people taking heroin because it kept them quiet so they were happy to have cheap smack on the streets. Swap the job you got made redundant from for smack or the job you would never have. They only started talking heroin seriously when some Tory MP's daughter ODed at Cambridge. When it started to come close to home for them.

@blackaliss I always assumed Malcolm referred to Malcolm Owen of The Ruts who died of a heroin OD a year prior to the release of this song.
