Love playing this one for the lyrics, they just sound so good together. Judy is probably the same Judy from Dream of Horses--we're getting more of a picture of here her. Her style's too old ladyish for the modern crowd (relies on thrift shops?), she takes a lot of drugs for who know what reasons.
The idiot running, I've always wondered if this is Stuart, given that he:
"ran the Glasgow Marathon in 1986, and finished with a time of three hours."
the hanging riverboat glass seems like him complaining about Judy's affections--in this case a singer (Arab Strap guys), who doesn't even look at her when she takes off her clothes. A little unclear in that verse who "she" is.
