I would say yes, on the surface it would appear this song is about a bi-racial whore. But, on second inspection we must remember that when it was written in the early 70's, perhaps even late 60's, songs about drug use were cleverly disguised, one of the most obvious examples being Lucy in the Sky (with Diamonds), a reference to LSD and the resulting trip. Along these lines, we could infer that the "Mexican Blackbird" is a reference to Mexican black tar heroin. When you examine the lyrics closely, you will see my point. Heroin use was popular with musicians at that time, but very much a dark taboo worse than even LSD, cocaine, or speed.
