The song is pretty satirical, not a genuine totem of the band's views. As an example, Joey was a huge liberal who did "care about poverty", and he also romanticizes Burger King instead in "Oh Oh I Love Her So". The band often cited their songs as "tongue in cheek" and/or "relatable" to the youth. This song could be mocking critics who thought Punk was just blind rebellion, it could be jabbing at certain bands, it could be jabbing at people who really act like this, and it could also be relatable hyperbole for anyone feeling like they hate everything. I can see the Ramones being down for any of these messages, lol. They didn't really overthink the precise meaning of their lyrics in many songs, they just went for a basic concept and left plenty of room for personal interpretation. Look at the lyrics for "Listen To My Heart"... is it someone's internal thoughts about a relationship that went south, or is it about a relationship that hasn't been able to start yet? You can kinda hear whichever you want in it. The chorus of "Next time, I'll listen to my heart... next time I'll be smart" is a line that we can all understand somehow, and so the same, I'd argue, is "I'm against it". Sometimes, letting people pull what they want from your music is stronger than making sure to spell out an overt meaning yourself.
