I think this song is about death. Figuratively speaking, Death is able to take its time, speak his mind because it has nothing to fear. It can redefine anywhere (wipe out a population). I think the line "anywhere I roam" is a nod to Satan in the book of Job. When Satan has to give an account before God of where he comes from, he replies "from travelling to and fro upon the earth". The phrase "to and fro" suggests leaving a path of destruction, something Death would do anywhere it roams.

My Interpretation
