I think this is kind of a 1/2 literal song. Gibby went to the dentist and was given laughing gas (Man, that term seems outdated). At the same appointment they took his dental x-rays.
In the way that surreal art does, Gibby meshed a bunch of elements from reality together to create the surreal. Once the "Character" is under the influence of the gas the thoughts of the narrator can meander to anything the songwriter wants. It's just whatever the person in the dentist chair thinks after being under the influence.
This person careens in a dream state among philosophical questions, never really addressing anything, nor answering anything.
In the end, no one will ever have any answers. We don't even know the questions. Hence, nothing is really formulated.
Like the person on laughing gas in the dentist chair, humanity just careens through time, never fully formulating proper questions, never getting answers. We can't really do anything except wonder what it's all for, if anything.
