I'm almost sure the "the failing wisdom" is incorrect. I believe it's "prevailing wisdom," which is a very common phrase.
"They carry the dust of prevailing wisdom" would mean that it's weighed down by what everyone would typically believe to be true -- and needs to have the dust shaken from that idea to reveal the actual truth.
