For me this is the most haunting and disturbing yet most beautiful Prince song because it's the perfect combination of somber lyrics and almost an off key melodic sound. My take is that the song is about a person or people who think they are good but never get their recognition or praise that they feel is appropriate so they do horrible things to bring fame to themselves to get the attention they think they deserve (e.g. John Hinkley, Wayne Williams, Mark Chapman, politicians in Abscam).
Annie Christian represents the person with low self-esteem with high aspirations that doesn't have the ability to reach them. So they do crazy things or unethical things. The point of being "crucified" is paying for that behavior and living a life in a taxicab is to "keep moving" to avoid being a victim of Annie Christian. Just my opinion.
