Looking at the verses, it only states a bunch of misfortunes: "Another dream that will never come true", "Another life that I've taken from you". Those are clearly from god.
Now, the chorus is not from God. It's the response from whoever God was speaking to. Let's call him man. Here are my thoughts:
"Living is not hard enough" and "take everything away" parts are sarcasm. You keep throwing misfortunes at me while my life is already hard enough. Sarcasm: "My life is not hard enough, keep going..."
About "Let me enlighten you, this is the way I pray", I think it's from the Man who responds to god in objection. Like "Let me tell you what I think about you now".
