I think it's an ostensibly mysterious reference to the question born in 1957 in Ayn Rand's Atlas Shrugged, "Who is John Galt?" The singer doesn't have any idea what the girl means, as it's sort of a cultish reference for those who've read the book. In a larger sense the girl may represent an 80s "yuppie" that the singer has trouble relating to. She may represent the 80s conservative movement, as Rand was not a conservative in name, but a right-wing thinker for sure.
