When I heard Ray do this in concert, I thought it was deeper than it apparently is -- drawing an analogy between waking up with a hangover (or with a strange woman after a drunken evening) and the day after the nuclear bombs drop. Looking at the lyrics, it seems to be more literally about how you wake up the next day with a hangover and regrets and think that this is the last time you're going to do this, only to do it all over again.
