The way I see it, the author can't get over past mistakes he did, and has a low self-esteem.
The buildings represent these mistakes he did, and they have eyes because they look at him. He thinks that he can't become a better person, and he says to himself: "it doesn't matter which way you turn, but you gotta keep trying 'cause you'll never learn".
He tries to get away, walk away from this city to become a better person, but in the end, he finds himself where he started, as stated by the repetition of the first verses.
