It's Crosby being uncharacteristically tongue-in-cheek, almost Dylanesque in his social commentary about the absurdities of contemporary (1966) life and about his friends' reactions to it- simultaneously spoofing both 'straight' society and the hipsters' and protesters' predictable reactions to it in the best post-1964 Bob Dylan manner. Given Crosby's sometimes overblown romanticism and humorlessness in most of his songwriting, this song stands out as an exception. Great jazz-influenced guitar work from McGuinn, and Crosby's rhythm guitar playing is good as well.
