I think it's about the gun violence that's seems to be on an upswing. The school shootings. The Vegas shootings and all we and all the government does it talk. No action even as the bodies pile up.

He's literally been on the front cover of several gun magazines over his career and even recently. Either way I understand why you would think this song is about guns and those attacks. It could be interpreted that way but that's not what he's talking about in the lyrics. It's more about our government and the religious fool in control of it.
