I think this song is either about a new relationship between a boy and a girl but the girl is hesitant to fully jump in and make the commitment and the boy is trying to convince her of his love for her or it's about a boy who wishes he was with a girl and he's asking her if she feels the same way about him. Either way, it's about the boy wanting to start a romantic connection with this girl. The first verse tells the story of them meeting and first getting to know each other at a party. The line in the pre-chorus 'Since you came back, I see things differently' does mess with my overall idea of this girl being new to him so maybe it's someone he already knew that has just come back into his life and he's now starting to have serious romantic thoughts about her since they came back which is a new development.
The second verse tells us more about their relationship. He portrays himself as quite a loud personality (comparing himself to being a town crier and New Years Eve) while he refers to her as being more reserved and uncertain.
I must say though. The chorus to this song is glorious and so heartwarming, the Arkells know how to make really great Choruses even when their verses are a bit weaker
