Could it be from the point of view of "ruler" who doesn't care about their people / subjects??
I know most the imagery used is for a King / Queen, but could just as easily be translated to politicians / leaders nowadays (perhaps a metaphor??)
The "as it is written" line makes me think of the quote that those win (or in this case in power) write the history books ...
