This sounds like a man who is in love with a much younger woman. I think the references to her not being a daddy's little girl anymore are telling of how he may have been an adult when she was still underaged. Maybe he never looked at her romantically until she actually became an adult. Perhaps they both have an interest in each other and the lines "you can love, girl, if you must. You can kiss, girl, if you must." are of him reassuring her that their love, though societally frowned upon, is still legal and permissible because she is of age now." If the lines "Baby, I love you" and "You're a dream come true" weren't said, I might think that it was about a dad or male parental figure giving his daughter his approval of her demonstrating that she is now a woman whereas she was previously sheltered. But those lines to me (I.e the "baby" references) indicate that this is romantic.
