I have always thought this song was about the death of his son Conor who fell from a great height in NYC, on March 20, 1991. It was a tragic accident. He had taken Conor to the Circus the night before and there is one lyric on the album which mentions "toe rag" which was Conor's description or interpretation of a Circus Clown with his overtly large shoe.
I believe this song and the entire album "Pilgrim" is about his son Conor, his life, untimely death and EC's role as a Father both when Conor was here and after he was gone.
