I imagine a young man maybe in his early 20s yearning for the attention and affection of another person whom he’s always had a crush on. “...I haven’t been away, I’m still right here where I always was”. This is referring to his emotions for that person. He likes her just as much now as he did before. What’s worse than when someone calls you only when they need something. Or only getting attention from someone when there is nobody else that person can call. Well the speaker is so in love with the other person that he’s willing to be her last resort. “So one day if you’re bored, by all means call”. I also imagine the speaker not having many friends and waiting by the phone for his love’s call but she never does because she’s so pretty and popular.

I always imagine that time passes between the two verses.

In the second verse the speaker runs into the love interest once again. This time they are both much older. Maybe her looks and popularity peeked in high school, and she’s no longer miss thang. By this time the speaker has grown up, maybe is successful in some way and is more confident but remains cordial. He’s basically telling his love interest that he still loves her “I’m still right here where I always was”. He once again tells his love interest to call when she’s not doing anything. But this time, if and when she calls she might not get through, hence because now he’s successful and popular and may not have the time to spend with her. Things have turned a loop. Sort of like in the movie “Just Friends” without the happy ending.
