Personally, I only recently realized the meaning of this song.
Its about an animal shelter, of course.
Our first subject is a "bone-thin", "cracked skin" 50-cent dog, obviously undesirable.
The "it's survival of the fittest" is obviously natural selection, but then I got to thinking: what is natural selection? The most desirable survive, and the others die off, which should increase the overall quality of the population.
Now, think about an animal shelter. The most desirable animals are taken home and adopted by people visiting the shelter, leaving the most undesirable there. So, in animal shelters, the least fit survive, leading to the opposite of evolution (de-evolution).
