I think it's about the fact that regardless of how confident we may seem, there is at least a small part of all us that is worried that we are making the wrong choices or are doing things wrong. Even the plans of others don't always pan out as they were intended to. I think the title is referring to that feeling. "We shall not overcome" the insecurities that we have about the choices that we make. "All these decisions, they keep getting made. I can't remember making them and nobody wants to explain." I think this line is referring to the fact that in most of life, you can't drag your feet. Not making a choice is in fact making a choice. It's making a choice not to respond/react/choose. The end of the song is Frank trying to let the listener know not to live your life anxious about the choices you make but rather to embrace them.
