I am torn between two interpretations of this song:
a man in limbo / Hell and the narration coming from God (or the like). Sort of that the man has reaped what they sowed.
could be about the treatment of refugees in camps (or their treatment when they seek asylum in developed nations). Pretty much they are treated like animals (worse) and we blindly continue on with our lives ... no guilt, no concern for their plight
