AFAIK its (famously) about the Blitzkreig on London in the 1940s - especially the V1/V2 rockets fired by the Nazis.

The rockets were not precise and hit civilian areas to massive effect hence the despair. The people are shouting 'Buster! Buster! Block Buster!' to their goventment.
Unfortunately the rocket flew faster than any airplane and couldnt be caught by Spitfires or Hurricanes. They devastated London and randomly fell on civilian areas.
The middle eight part with the dum-dum-dum-dum drum and bass section is meant to evoke the bombs raining down on the populace. They werent dropped by bombers so couldnt be intercepted.
An old man in a pub told me that spitfire pilots used to fly toward the rockets and shoot the wings off because that was the only way to stop them.
Ultimately this song is about the despair caused by bombing of civilians.
It should by listened to (and enjoyed) by this generation and each one that follows; play it for your kids and explain it to them.
