But who are Jimmy, Julie, and the narrator? I believe the narrator is Julie's mother speaking to her husband Jimmy. They are watching their daughter learning to dance while reflecting on their struggles and the plight of the town. They are struggling to get by, but marveling at their daughter coming of age. Julie's mother tells her husband to get down and row and see where life takes them.
